METHODS FOR THE ADMISSION OF "OBSERVERS" OTHER THAN FORMER MEMBER STATES OF THE OFFICE
THE GENERAL ASSEMBLY OF THE INTERNATIONAL ORGANIZATION OF VINE AND WINE, at its first meeting,
CONSIDERING article 3 paragraph 5 of the Agreement of April 3 2001, which stipulates that the OIV can also include observers, being admitted after having accepted, in writing, the provisions of the aforesaid Agreement and the Rules of procedure arising therefrom,
CONSIDERING the draft Regulation of the International Organization of Vine and Wine, which in its current issue includes the following provisions:
3-2 – May act as observers: |

a) a Sovereign state that is not a member of the O.I.V. At the end of a maximum uninterrupted period of five years, this observer State is invited to join the Organization. |
b) a territory or a group of territories belonging in a State that is not a member of the OIV and which does not assume liability for their foreign relations, after prior agreement of the State concerned. |

c) a nongovernmental international Organization having an interest in vines, wines, table grapes, raisins, and the other products that result from them in with the issues related to them, after notification of the Scientific and Technical Committee. |

3.3 - any request for "observer status" is presented by the Director General to the Executive Committee for a decision by the latter. |

3.4 – every beneficiary of "observer status" can attend the work of the General Assembly and take part in the works of the Committees, Sub-committees and Groups of Experts. |

3.5 – every beneficiary of "observer status" must pay a financial contribution each year equal to that called for from members, on the grounds of "basic voting rights". In the event of nonpayment of three successive financial contributions, the Director General of the O.I.V. notifies the situation to the beneficiary of "observer status" concerned. If the situation is not rectified within two years, as of 31 December of the third year of nonpayment, the beneficiary of "observer status" concerned is automatically excluded from the Organization. |
3.6 – any beneficiary of "observer status" can withdraw from the Organization at any time, further to six months’ prior notice in writing addressed to the Director General of the O.I.V. The beneficiary is held to pay the financial contribution, calculated prorata temporis on the effective date of withdrawal. |
WHEREAS all the observers with the International Office of Vine and Wine have received a call for funds prorata temporis of two and a half months until the first General Assembly of the International Organization of Vine and Wine,
HEREBY decides to allow all the observers with the International Office of Vine and Wine to attend the work of the General Assembly and to take part in the work of the Committees, Sub-committees and Groups of Experts of the meetings in March 2004,
HEREBY decides to transmit to the observers the provisions of the Agreement dated April 3, 2001 in order to receive in writing their acceptance of these provisions which will be equivalent to a request for admission with observer status to the International Organization of Vine and Wine,
HEREBY decides that the Executive Committee will examine the requests for admission with observer status to the International Organization of Vine and Wine and will rule on said requests,
HEREBY decides that those who have the benefit of "observer status" will be required to retrospectively pay a financial contribution equal to that required of members, for "basic voting rights", prorata temporis of nine and a half months in 2004, in order to ensure the continuity of their participation.
