STRATEGIC PLAN OF THE OIV

THE GENERAL ASSEMBLY,

IN VIEW of Article 3.3 of the Agreement of 3 April 2001 which provides that “the O.I.V shall conduct its scientific activity through experts groups, sub-commissions and commissions, co-ordinated by a Scientific and Technical Committee, within the framework of a strategic plan approved by the General Assembly”. 

IN VIEW of Resolution AG 5/2004 related to the guidelines for the preparation of a strategic plan and its timetable for implementation,

IN VIEW of Chapters 2 and 4 of Title I “General Provisions” related to the triennial strategic plan and its annual implementation,

ADOPTS the 2005-2008 strategic framework, as the basic foundation of the strategic plan which will be presented in view of its adoption during the Extraordinary General Assembly of October 2005

ACCEPTS the tasks, responsibilities and the following time-table concerning the strategic plan to enable its discussion and adoption at the General Assembly of 14 October 2005.

STRATEGIC FRAMEWORK

2005 – 2008

Adopted by the 3rd General Assembly of the OIV, 17 June 2005

Preamble

The “International Organisation of Vine and Wine” (OIV), which replaced the International Vine and Wine Office, was established by the Agreement of 3 April 2001.

The OIV is an intergovernmental organisation of a scientific and technical nature, of recognised competence for its works concerning vines, wine, wine-based beverages, table grapes, raisins and other vine-based products.  Members of the OIV are sovereign states and international intergovernmental organisations that have a membership made up of sovereign States and authority transferred by their Member States for a range of issues within the jurisdiction of the OIV, including the right to make decisions which are binding on their Member States.

The OIV also includes observers. Observers may be sovereign states, a territory or a group of territories belonging to a non-Member State and, following review by the Scientific and Technical Committee, international non-governmental organisations with an interest in vines, wine, table grapes, raisins and/or products of same or with an interest in related issues.

The structure of the OIV is:

1. the General Assembly;
2. the Executive Committee;
3. the Scientific and Technical Committee;
4. the President;
5. the Vice-Presidents;
6. the Steering Committee;
7. Commissions, Sub-commissions and groups of experts;
8. the Secretariat managed by the Director General.

The General Assembly is the OIV's plenary body and shall be composed of delegates nominated by members. It may delegate some of its powers to the Executive Committee, which comprises one delegate per member. The Executive Committee may, under its authority, entrust some of its administrative powers to the OIV Steering Committee, which comprises the President and Vice-Presidents of the OIV and the Presidents of OIV Commissions and Sub-Commissions.

The OIV conducts its scientific activity through expert groups, sub-commissions and commissions, co-ordinated by a Scientific and Technical Committee.

The OIV maintains close links with competent international organisations and considers international initiatives and regulations and thereby promotes the coordination of all standardisation work undertaken by international governmental and non-governmental organisations.

This is the first Strategic plan for the OIV.  The Strategic Plan is a key mechanism to continuing the OIV reform process in that it allows member states to direct the subject and work priorities to be undertaken by the expert groups. 

Vision

To be the world scientific and technical reference organisation on vine and wine.

Mission

In full accordance with the missions referred to at Article 2.2 of the Agreement of 3 April 2001 and in order to achieve its vision, the OIV will foster an environment that is conducive to scientific and technical innovation, the dissemination of the results thereof and the development of the international vitivinicultural sector. It will promote, through its recommendations, international standards and guidelines, harmonisation and the sharing of information, and sound science-based knowledge, in order to enhance productivity, product safety and quality and the conditions for producing and marketing vine and wine products.

Objectives

In full accordance with the Agreement of 3 April 2001:

1. to inform its members of measures whereby the concerns of producers, consumers and other players in the vine and wine products sector may be taken into consideration;
2. to assist other international organisations, both intergovernmental and non-governmental, especially those which carry out standardisation activities;
3. to contribute to international harmonisation of existing practices and standards and, as necessary, to the preparation of new international standards in order to improve the conditions for producing and marketing vine and wine products, and to help ensure that the interests of consumers are taken into account.

Via OIV initiated and collaborative activities, including in the areas of: analysis of the structure of the sector, its development and economic impacts market and consumption data collection and analysis importance and limits of traceability nutrition and health of all vine products food safety and quality biodiversity and natural genetic resources innovative biotechnologies viticultural environments, ecophysiological and soil/climate influence and sustainable vitiviniculture training and education targeted information collection, processing and dissemination

 

To assist other international organisations, both intergovernmental and non-governmental, especially those which carry out standardisation activities	Foster cooperation between members	Via OIV initiated and collaborative activities, including in the areas of: developing specific protocols for interaction with other international organisations collaboration and communication with international, governmental or non-governmental organisations strengthening relationship with all the players in the sector, including consumers and social agents
To contribute to international harmonisation of existing practices and standards and, as necessary, to the preparation of new international standards in order to improve the conditions for producing and marketing vine and wine products, and to help ensure that the interests of consumers are taken into account	Develop sound references in the scientific, technical and standardisation fields. Contribute to the harmonisation and adaptation of regulations by its members or, where relevant, to facilitate mutual recognition of practices within its field of activities Foster cooperation between members. Mediate between countries or organisations. Draw up and frame recommendations in relation to production conditions, oenological practices, product definition and methods for analysis. Submit proposals relating to guaranteeing authenticity of vine products, protecting geographical indications and recognising new vitivinicultural varieties.	Via OIV initiated and collaborative activities, including in the areas of: adoption of recommendations facilitating harmonisation and, where relevant, mutual recognition of practices within its field of activities definition and characterisation of vine products including table grapes and raisins labelling methods of analysis oenological practices and techniques developing model management systems study of the use of different systems of characterisation and identification for vine products

In the course of its activities, the OIV shall:

• endeavour to increase the number of members and observers participating in the OIV; and
• regularly assess the efficiency and effectiveness of the organisation’s structures, rules and working procedures.
