PARTICIPATION IN THE ACTIVITIES OF THE "INTERNATIONAL ORGANISATION OF VINE AND WINE" OF STATES PARTY TO THE ARRANGEMENT OF 29 NOVEMBER 1924 NOT HAVING DEPOSITED AN INSTRUMENT OF ACCEPTANCE, APPROVAL, RATIFICATION OR ACCESSION AT THE DATE OF THE ENTRY INTO FORCE OF THE AGREEMENT OF 3 APRIL 2001

THE GENERAL ASSEMBLY OF THE INTERNATIONAL WINE AND VINE OFFICE,

NOTING Article 16 paragraph 3 of the Agreement establishing the International Organisation of Vine and Wine, adopted in Paris on 3 April 2001, hereinafter referred to as "Agreement", which provides that "The General Assembly of the International Vine and Wine Office shall define, under conditions determined by the Agreement of 29 November 1924, as amended and by the Rules of Procedure attached to it, to what extent the States which have not deposited their instrument of acceptance, approval, ratification or accession, may participate in O.I.V activities after the entry into force of this Agreement",

NOTING Article 16 paragraph 2 of the Agreement establishing the International Organisation of Vine and Wine, adopted in Paris on 3 April 2001 which provides that "For each State which accepts, approves or ratifies this Agreement or accedes to it thereafter, this Agreement shall enter into force on the thirtieth day following the deposit by this State of its instrument of acceptance, approval, ratification or accession",

DECIDES that at the date of the entry into force of the Agreement of 3 April 2001 and taking into account the OIV’s Internal Rules foreseen by Article 10 of this Agreement which shall determine the conditions under which observers may participate :

  1. Every State Party to the Agreement of 29 November 1924, signatory of the Agreement of 3 April 2001 which has not deposited an instrument of acceptance, approval or ratification shall automatically be granted "observer status " until the thirtieth day following the deposit of the aforementioned instrument, the date from which the state becomes a member of the Organisation.
  2. Every State Party to the Agreement of 29 November 1924, which has not signed the Agreement of 3 April 2001 and which has not deposited its instrument of accession shall automatically be granted "observer status" until the thirtieth day following the deposit of the aforementioned instrument, the date from which the state becomes a member of the Organisation. The "observer status" shall be granted for a maximum uninterrupted period of five years.
