OIV TRANSITION

THE GENERAL ASSEMBLY OF THE INTERNATIONAL OFFICE OF VINE AND WINE,

MINDFUL of Resolution COMEX 1/2002 which seeks to facilitate the transition from the International Office of Vine and Wine to the International Organisation of Vine and Wine following the entry into force of the Agreement establishing the International Organisation of Vine and Wine, done at Paris on 3 April 2001;

NOTING that Article 5 of the herein mentioned Agreement, provides that the General Assembly of the Organisation shall decide upon the creation and discontinuation of Commissions and Sub-Commissions, and that such decisions shall be taken by consensus,

DECIDES by consensus to recommend to the inaugural General Assembly of the International Organisation of Vine and Wine, the following draft resolution for adoption by consensus:

The General Assembly of the International Organisation of Vine and Wine, at its inaugural meeting,

Noting that Article 5 of the Agreement establishing the International Organisation of Vine and Wine, done at Paris on 3 April 2001 (hereinafter referred to as “the Agreement”) provides that the General Assembly decide upon the creation and discontinuation of Commissions and Sub-Commissions;

Recalling the organisational structure of Commissions, Sub-Commissions and Expert Groups in existence in the International Vine and Wine Office (hereinafter referred to as “the Office”) when the Agreement came into force;

Mindful of the International Convention for the Unification of Methods of Analysis and Appraisal of Wine of 13 October 1954 which created some obligations at the level of national law for some members of the Office;

Mindful of Article 5, paragraph 7 of the Agreement which provides that the constitutive bodies of the International Organisation of the Vine and Wine shall function in an open and transparent manner;

DECIDES to maintain, until the General Assembly in the year which follows the year of the entry into force of the Agreement, the same Commissions, Sub-Commissions, and Experts Groups in the International Organisation of the Vine and Wine as existed in the Office, notably including the Sub-Commission on Methods of Analysis and Appraisal of Wine;

CONFIRMS that all members of the Organisation shall have equal access and participatory rights in all Commissions, Sub-Commissions, and Experts Groups, notably including the Sub-Commission on Methods of Analysis and Appraisal of Wine; and that the internal rules shall take this into consideration;

DECIDES that the Commissions, Sub-Commissions and Experts Groups of the International Organisation of the Vine and Wine shall assume their activities from the first day after this General Assembly,

REQUESTS the Executive Committee to make proposals concerning the scientific structure necessary to implement the Strategic Plan.
