FUNCTIONING OF THE EXPERT GROUPS

THE GENERAL ASSEMBLY,

IN VIEW of the Executive Committee's proposal, after advice from the Scientific and Technical Committee,

CONSIDERING the need to modernise the functioning of the O.I.V's Expert Groups, the rule is thus modified.

CHAPTER VI

EXPERT GROUPS

Article 14 - Attributions

The expert groups are in charge of studying defined questions within a given time. They convey the result of their work to the Commission or Sub-Commission of their discipline and to the Scientific and Technical Committee. For the resolutions and standards, the procedure provided in Article 1 is applied.

Article 15 - Structure and functioning

  1. Mandate and members

The Executive Committee, after advice from the Scientific and Technical Committee, sets the mandate of the Expert Groups and appoints the Member States of the said Groups.

  1. Composition of the Expert Groups

The Expert Groups are composed of delegates officially nominated by the Member State of the Group. They can be assisted by experts and guests.

  1. Delegates

The Governments of the Member States let it be known to the Director General of the O.I.V. the name of their representative called delegate. Each Government only appoints one delegate. The appointed delegate remains in office until the Member State notifies the Director General of the Office, of the appointment of another delegate.

  1. The Experts

The Government of a Member State of a Group can also appoint experts, whenever necessary, to assist its delegate. The observers as stated in Chapter XI, can also appoint experts.

  1. Guests, occasional speakers, can be invited, as needed and in limited number, to participate in a meeting of the group, by the group's president in agreement with its office*.
  1. Number of experts

The number of participants in the Group of Experts must be restricted to preserve the scientific and technical nature of the works.

  1. Presidency and Vice-Presidency

The delegates elect by secret ballot a President amongst the delegates or experts of the Member States. The President's mandate is for three years, renewable once.

The delegates can vote by secret ballot for a Vice-President amongst the delegates or experts of the Menber States. The mandate coincides with that of the President.The Vice-Presidents belonging to observing Organisations, already elected, will remain in function until their present mandate expires.

In the case of the temporary absence of the President, the Vice-President acts as the Group's President except if he's not a delegate or an expert of a Member country. In this case an election is held for an interim President. In case of vacancy, the President of the competent Commission ensures the presidency.

5. The Scientific Secretary of the Commission is Secretary of the Expert Group. He can be assisted by a Secretary from the Expert Group, chosen by the delegates of this group among the delegates, experts or collaborators of the O.I.V.

Provisions of the articles of the Rules contrary or non-conforming to the current arrangements, are adapted whenever necessary.
