AMENDMENT OF THE INTERNAL RULES (ART.22) RELATED TO THE ORGANISATION OF WORLD CONGRESSES VINE AND WINE (ART.23) RELATED TO MEETINGS, SYMPOSIUM, AND INTERNATIONAL SEMINARS

THE GENERAL ASSEMBLY OF THE INTERNATIONAL ORGANISATION OF VINE AND WINE,

CONSIDERING article 22 of Title I « General provisions » of the Internal Rules which provides that only by invitation of the members of the OIV can a World Congress of Vine and Wine be held on their territory,

CONSIDERING that an observer as set out in article 3.2.b of Title I « General provisions » of the Internal rules wishes to invite the OIV to hold a World Congress of Vine and Wine on its territory in 2011,

CONSIDERING the interest of the member states that this congress be held on this territory,

IN VIEW of article 23 of Title I « General Provisions » of the Internal Rules related to meetings, symposium and international seminars,

DECIDES, by consensus, to modify Title I « General Provisions » of the Internal Rules as follows:

Articles 22.1 and 22.2 shall be replaced by the following text:

22.1 – By invitation by Members of the Organisation, and after approval of the Executive Committee, a World Congress of Vine and Wine may be held before a General Assembly. On an exceptional basis, an observer as set out in articles 3.1a, b,  or 3.2a and b may invite the OIV to hold a world vine and wine congress on their territory. Should the observer as set out in article 3.2 (b) belong to a non-member state, , the approval of the Executive Committee shall be given  subject to the suspensive condition of the agreement of the non-member state and that the said state address its request for accession to the OIV  within a  time frame set by the Executive Committee.

22.2 – The organising of a World Congress of Vine and Wine shall be the joint responsibility of the inviting member(s) or observers and the O.I.V.

The first sentence of article 22.3 is replaced by the following text:

22.3 The inviting member (s) or observers shall be in charge, in particular, of:

Article 23.1 shall be replaced by the following text:

23.1 – Meetings, symposiums and international seminars designed to study in greater depth important issues of general or specific interest may be organised on the initiative of the O.I.V, one of its Members or one of its observers.
